To Sony's point, are you saying that the @WebService annotation that
Websphere7 interprets on is non-standard behaviour ?

This means that each servlet container/app server can attach its own
behaviour to the annotation which breaks the interoperability of war between
servlet containers.  Instead of write-once-run-anywhere it becomes
write-once-interpret-tweak-n-run everywhere.

To Sumners point, could you interpret why use Apache-CXF and not metro or
Axis2.
