You can use StarUML which is free. It can do what you are trying to achieve.

 Hi

I need to come up with a relational package diagram for our code base. Our application uses our core software which is comprised of several components. I need to come up with a package diagram which shows how these individual packages are related. Do you know of any software which accomplishes that?
