Hi Chris - take a look at JGraphT :: http://jgrapht.sourceforge.net/ [or gef].  I'm not sure if you need something that will run in all browsers/will be interactive -- but I do have to give a one and a half thumbs up to developing interactive interfaces in flex.  It's fairly easy to get started in, the data transfer between your app is fairly easy [I did mean using struts and xml] 

a neat graphing demo to look at (though not quite oss, you get the idea)

has support for directed and undirected graphs [great if you have uni directional traffic] and different edge options / weights (for your different connection speeds)
