When I went to Grand Cayman to train a customer I had to get a work 
permit from the island.   I was going as an employee of my company too.  
I found it a bit strange but I think the US should have a similar 
program.   The bottom line is that everyone that works must have a work 
permit.  Even if you are a "contractor". 

With a work permit then we can track those who have "specialized skills" 
and match them up with employers looking for those skills.
