By that same logic, existing Atlanta-based employers should not be
allowed to relocate people from out of state.

A necessary and understandable guise, considering existing immigration
law. Me? I'm just glad I didn't have to demonstrate that I couldn't
find any American trucks before I bought my Nissan.
