If a portal would suit your requirements, there's a couple of Open
Source Portals such as Metadot based on LAMP, but probably more
appropriate might be Gluecode Advanced Server written in Java and based
on Apache Jakarta's Jetspeed.

...not a recommendation, just an option to consider.
