Hi,
 
I have the same problem iReport 0.2.3 and Oracle. The way I fixed it was
to create a new 'report font' and make the encoding "ISO-8859-1". Then I
set all the result fields to use this font. 
 
I have not had the time to investigate why this works.

All,
    I have created a fairly simple using iReports.  The report is
supposed to display data about city and state that is retrieved from
Oracle.  For some reason, when I run the report there is no data in it
even though I run it against against an active datasource.  The report
is about twenty pages long with no data.  Any one have any ideas about
what I am missing?  The iReport version is 0.3.1.
