The ideal candidate will have the ability to meet directly with high-ranking user representatives and project officers to collect system requirements, analyze them, recommend designs to serve their needs, then implement the designs.  The successful candidate will be able to work largely on his/her own and perform all tasks of the entire development lifecycle, from analysis all the way through deployment.
