Programmer (Computer Programmer III) to provide support to the National Center for Public Health Informatics (NCPHI) Countermeasure and Response Administration (CRA) application development project for the Bioterrorism Preparedness Response Program. 

This position provides technology leadership in the area of Java and J2EE development and will focus on delivering high quality enterprise applications both as an individual developer and as part of a development team. 

The Senior Java Developer is expected to participate in architecture, design, tasking, estimation, status determination, implementation, and testing efforts. This person is expected to participate in the full software development lifecycle - from requirements and development to testing and support. 

Responsibilities include: 

*Providing high-level expertise in designing and developing web-based applications leveraging J2EE and RDBMS technologies. 

*Working with project and business leads to develop and clarify in-depth technical requirements 

*Developing creative, innovative, and practical solutions 

*Analyzing and improving the productivity of the development process 

*Working with senior managers to estimate cost, resource needs, project duration, and risk 

*Performing general system maintenance and production support as necessary 



Required Skills 
*5+ years experience and a solid understanding of J2EE architecture and design patterns 
*Enterprise application development leveraging industry best practices including UML modeling and Use Case driven development 
*Experience applying advanced OOA/OOD techniques (UML/RUP experience preferred) 
*Web development technologies and standards: AJAX, JavaScript, HTML/CSS2, DHTML, XML / XSL 
*Web Services technologies and standards: UDDI, WSDL, SOAP, REST, etc. 
*Java and J2EE technologies and standards: Servlets, JSP, Java Server Faces (JSF), Hibernate, Spring, Messaging: JMS (a plus) 
*Databases: Microsoft SQL Server (knowledge of Java DBMS technologies including HSQL DB or Apache Derby desired) 
*Solid expertise working within Agile development methodologies such as XP and Scrum 
*Excellent verbal and written communication skills 

Desired Skills 
*Toolsets: Eclipse, Rational Product Suite (ClearCase, ClearQuest, etc.),Windows (NT, 2000, XP), Ant, WebLogic and/or JBoss application servers 
*Expert application coding, debugging, profiling, and performance tuning skills 
*Cross-platform development and deployment skills 
*Non technical skills: Able to mentor junior and mid-level technical team members 
*Ability to think strategically and develop supporting technical implementation approaches 

Public Health background 

Knowledge of the Public Health Information Network (PHIN) Initiative 

Knowledge of industry standards for health data exchange (HL7, LOINC, SNOMED, etc.)   

Experience in Spring, Hibernate, and Ajax
