While I haven't used it myself, my company's web admin swears by Mambo
(http://www.mamboserver.com). His take is that it's the easiest
collaboration / portal tool, with an extremely easy-to-use web-based
administrative interface that he's been able to get up and running in a
matter of an hour or two.
Don't know if it has all the features you're after, but it's worth a look.

I want to put up an internal portal / collaboration web site at work and
at home. I'm looking for a framework that allows for user created
public blog and message board and calendar and email lists.
