Design

As many of you know I have requested the assistance of a Java 
programmer to help me on an upcoming project.  Thanks to this group 
I've got an big response.  I'm looking at a tool to help design this 
project.  I'm used to using a PDR format or a flowchart but have seen 
some UML stuff.  Is this the new rave on program design?   Are there 
any free/cheap UML programs that run under Linux out there I can use?  
I'm used to useing paper and Visio to design my programs.
