I think your best bet would be on the acfug list (That
list is for ColdFusion) but I vaguely remember a
CFCONTENT tag that you could scramble the mime on and
get files (that the browser recognized) to download. 
For file types that the browser *can't* handle you
will automatically get a prompt to save when you click
on a link to them.

How you would do this is have a seperate .cfm that had
nothing but this tag on it and the file name be a
param to the page.

There may be better ways nowadays as this method is a
few years old... Also, you will run into problems with
mangled file extensions so this is a less than optimal
solution.

Other things you can do is use one of the CFX_ZIP tags
and zip the file before they download.  This will
maintain the file extensions you are looking for. 
Also, you can allow downloading of multiple files and
deliver them in one package.
