Slow loading applet jar though proxy

I'm having a customer complaint about the download times for an applet jar 
file over their corp intranet site.

When you go through the proxy the jar file takes about 2 min to download.  
Without the proxy specified it takes about 20 sec.

I've duplicated this with a different proxy on the same intranet.  Weird 
thing is same size gif or jpeg files seems to take alot less time...

Anyone have any experience with this?  There's been a similar question on 
the Sun site since last Oct with no replies...

The particulars:
Browser - NS 4.7
Plugin - 1.3.1_2
Broswer cache - everytime
Jar file size  - 71k
