Yes you can compile and run (and debug) code in vim. Go to
vim.sourceforge.net and look at all the plugins they have. And while you're
at it, check out some of the tips too.
The reason why I would like to use an IDE is because some members of my team
use IDEs like a crutch so they're unwilling to give it up. I on the other
hand refuse to give up the modal editing of vim. So, I figure we can
compromise. I find an IDE that has vi(m) keymappings and everyone has to use
it.

Unless there is something in VIM that I don't know about, you cannot compile
and run code from VIM. You still have to go to a command-line.
